Despite tough economic times and reductions in pay for many workers, area cities and towns have increased salaries for most key administrative positions over the last five years. With the exception of Winslow, however, most local municipalities still offer lower pay than their counterparts across the state.

The pay rates listed were compiled as part of an annual government salary and benefit survey conducted by the League of Arizona Cities and Towns. The survey reveals only the salary paid, not any benefits or stipends paid, and does not take into account additional duties that may have been added to a position, or a change in personnel within a position, such as the hiring of a person with more or less experience.

Pay rates for most city managers have remained flat over the last two years, but between 2007 and 2011, they rose significantly for most local municipalities.

Holbrook has kept the salary for its city manager steady for the last two years, but the pay is still up from 2007. Currently, the city manager pay rate is $7,583 per month. In 2010 it was also $7,583, while in 2009, 2008 and 2007, it was $6,683.

Winslow raised the city manager salary significantly over the last five years. It is currently $12,593 per month, the same as it was in 2010 and 2009. In 2008, it was $12,167, a sharp increase from $9,030 per month in 2007.

For cities and towns like Holbrook and Winslow, with a population between 5,000 and 9,999, the average city manager salary in 2011 is $9,068 per month.

Snowflake has also increased the pay rate for its town manager. The current town manager salary is $7,950. It was the same as the current rate in 2010 and 2009, but in 2008 it was $7,119, while in 2007 it was $6,780 per month.

The Taylor town manager is currently paid $7,083 per month, the same amount as 2010 and 2009. That total is an increase over the 2008 salary of $5,875 and the 2007 salary of $6,250.

For cities and towns across Arizona like Snowflake and Taylor, with a population between 2,000 and 4,999, the average town manager salary in 2011 is $7,279 per month.

Among the salaries listed in the report for key positions are those of the city clerk, police chief, and finance director.

In Holbrook, the city clerk pay rate is currently $4,349 per month, the same as it was in 2010. In 2009, 2008 and 2007, it was $4,029 per month.

Winslow’s city clerk has a salary rate of $4,961 per month. That rate was the same in 2010 and 2009. In 2008, it was $4,270 and in 2007, it was $4,074.

For cities and towns like Holbrook and Winslow, with a population between 5,000 and 9,999, the average city clerk salary in 2011 is $5,101 per month.

In Snowflake, the current salary for the town clerk is $3,677 per month, the same as it was in 2010 and 2009. In 2008, the pay was $3,469, and in 2007, it was $3,304.

Taylor has a pay rate of $3,519 per month for the town clerk, which is the same rate as 2010 and 2009. In 2008, the salary was $3,416, while in 2007, it was $3,168.

For cities and towns like Snowflake and Taylor, with a population between 2,000 and 4,999, the average town clerk salary in 2011 is $4,644 per month.

Holbrook’s police chief position has a salary of $5,417 per month, the same as in 2010. In 2009, the pay was $6,039, which is the same rate as in 2008 and 2007.

In Winslow, the police chief salary is $8,541 per month, the same as it was in 2010 and 2009. It was much lower in 2008, at $6,311 and in 2007 at $6,018 per month.

Snowflake and Taylor operate a combined police department and pay a salary of $5,309 per month for the police chief position. It paid the same in 2010 and 2009. In 2008, the pay was $5,008 and in 2007, it was $4,809.

For cities and towns like Holbrook and Winslow, with a population between 5,000 and 9,999, the average police chief salary in 2011 is $7,141 per month. Snowflake and Taylor have a combined population of 9,035, and thus would also fall in this category for this position.

Holbrook currently pays $4,871 per month for a finance director, the same rate as in 2010. In 2009, the position was listed as vacant and a salary was not reported. In 2008 and 2007, the pay rate was $3,906 per month.

In Winslow, the finance director salary is $7,738 per month, the same as in 2010 and 2009. In 2008, the city paid $6,725 and in 2007, $6,299 per month.

For cities and towns like Holbrook and Winslow, with a population between 5,000 and 9,999, the average finance director salary for 2011 is $6,155 per month.

Snowflake offers $5,450 per month for the finance director position. It paid the same in 2010 and 2009. In 2008, the salary was $5,141 and in 2007, it was $5,554 per month.

In Taylor, the finance director is paid $5,063 per month, which is the same paid in 2010 and 2009, but significantly more than the $4,500 paid in 2008. In 2007, the position was part of the clerk’s duties.

For cities and towns like Snowflake and Taylor, with a population between 2,000 and 4,999, the average finance director salary for 2011 is $5,495 per month.
