In an ongoing investigation into mail thefts that occurred in the rural areas of Snowflake and Concho, detectives with the Navajo County Sheriff’s Office served a search warrant at 4320 Appaloosa Road in Snowflake and made arrests after discovering three children and a dog living in deplorable conditions.
The children were sleeping on the floor in the home surrounded by dog feces and filth. A dog was also found locked in a bathroom and near death from what appeared to be Parvovirus. The children were taken by the Department of Child Services and due to the extreme condition of the dog’s health, it had to be euthanized to end its suffering.
Detectives also found numerous rifles in the residence.
As a result of the investigation, Shane Penrod, 46, was arrested at the residence and charged with possession of a firearm by a prohibited possessor, animal cruelty, child abuse and possession of drug paraphernalia. His wife, Rebecca S. Penrod, 33, was also arrested at the residence on a federal warrant. Both suspects reportedly associated with Jordan E. Lewis and Eudora Gibson, who were previously arrested for mail theft in those same areas.
