Detox Center Work On Hold Until Clean Up Questions Are AnsweredMay 21st, 2008
By Tammy Gray-Searles In response to concerns raised over a building buried on the land donated by the City of Holbrook to the Northern Arizona Regional Behavioral Health Authority (NARBHA) as a site for a detoxification center, the city council called an emergency meeting May 15. The council went directly into executive session to discuss the issue with City Attorney Sterling Solo-mon. Upon return to open session, the council asked City Clerk Cher Millage to send a letter to NARBHA officials notifying them that inspections are on hold until after a meeting with Arizona Department of Envi-ronmental Quality (ADEQ) representatives, and that the requested utility easement has not yet been ap-proved by the council. On May 16, the letter prepared by Millage and reviewed by Solomon was sent. It stated, “This letter serves as formal notification that NARBHA may continue at their own risk on their project at 993 Hermosa under the directions which NARBHA has received from ADEQ. Questions about the property have arisen that must be clarified. Due to the fact that ADEQ will be speaking with both NARBHA and Holbrook city officials next week, all inspections will be on hold until then. “Also, your requested utility easement from the city was on the agenda for the council meeting which took place earlier this week. The utility easement’s approval was tabled as a result of some of these ques-tions and to allow the city to clarify the situation, so no work can occur to prepare for utilities on that ease-ment at this point in time.” The city and NARBHA both received a letter from ADEQ indicating that before construction of the detoxification center can be completed, the property owner must prove that all waste remaining from the building buried on the land has been removed and disposed of properly. Although the city council approved the transfer of the property to NARBHA in January, the deed com-pleting the transaction has not yet been recorded. A meeting with the city, NARBHA and ADEQ officials was scheduled on May 20.
