Juergens Appointed To Winslow City CouncilJune 30th, 2008
The Winslow City Council’s first action item Tuesday evening was the appointment of Marsha Juergens as the successor to resigned Councilwoman Sue Bumpus and the swearing in of Juergens. Juergens, who was third in the council race behind new council members Losey and Chacon, was appointed by a 4-2 vote. This action came after a motion to appoint former candidate for mayor Jim Weldon failed by the same margin. Mayor Boyd and council members Losey, Cake and Soehner prevailed over council members Howell and Chacon on both items. Besides the appointment of a new council member, a public hearing on the tentative budget for the fiscal year 2008-2009 was held. The tentative budget was adopted later in the meeting. The council also discussed and considered a request by Councilwoman Judy Howell about returning to a city-run, non-mail-in election. Her motion to return to the old method of elections died for lack of a second. Selection of a Winslow Renaissance Three Alternative resulted in the selection of alternative four by a 4-3 vote. That alternative will keep both the present east and west-bound lanes and the frontage road with upgrading and improvements to all three. A resolution was adopted that authorized the city to continue participation in the Rural Arizona Group Health Trust Medical and Dental and Life Insurance programs. An ordinance amending the city code to require the owner or possessor of an animal to immediately clean up any feces deposited on a public street, sidewalk or park and dispose of it properly was also adopted. An emergency ordinance was approved that limits overnight camping at the McHood Park camping area to two weeks and no more than two weeks in a month. An ordinance listing fees charged by the city also received approval. Consent calendar items which were adopted included: approval of the check register; minutes of three previous meetings; an agreement for audit services for the fiscal year ending on June 30 to the firm of Cronstrom, Osuch and Company for $100 per hour, with the total cost estimated at $32,500 to $37,500; award of a bid for a south apron project at the Winslow Airport to Combs Construction Company, not to exceed $1,170,235; an agreement for construction administration for the airport apron project with Z and H Engineering for $152,150; and a lease-purchase agreement with Koch Financial Corporation for self con-tained breathing apparatus for the fire department for $178,002.97, which will require 10 yearly payments of $23,108.15 with a total interest payment of $53,078.97. Also approved were the payment of Arizona League of Cities and Towns dues, a special events liquor license for the Standing on the Corner Foundation on Sept. 26 and 27 and authorization for the city administrator to sign an ADEQ small community policy. Requests for the city to waive fees and close Pope Avenue between Cherry and Maple Streets for a Rib and Chicken Cook-Off from July 3 through July 5 and closure of the 1200 block of North Kinsley on July 4 and Maple Street for a Fourth of July Family Fun Day were approved. During the reports section of the agenda, President and CEO of Arizona Forest Restoration Products Pascal Berlioux addressed the council on the oriented board strand (OSB) plant. He said that the plan was still to build the plant in Winslow. He went into some of the reasons that little progress has been seen to date and said that he expects to put out a request for proposals (RFP) by the end of the year. He expects to be hiring staff by about 2010. In a special meeting on Friday, the council had approved accepting two Federal Aviation Administration grants for airport improvements and the purchase of a new telephone switch. The reason for a special meeting was a late communication from the FAA wanting proof of the acceptance of the grant by Friday.
