Town Manager Offers Update On Taylor

    Taylor Town Manager Eric Duthie recently prepared information on the operations of the town, giving an update that identified the general activities of town staff, and noting that the town provides a variety of services, departments and activities.
    Duthie reported that Rodeo Park now has handicapped seating on the east side where the small grandstand is located. The arena has also been rehabilitated, scraping out approximately 6” of ground and replacing it with softer ground. He noted that the users of the facility are now maintaining the grounds rather than the Public Works Department, and that the town purchased and installed a rolling sprinkler and water line. “All users have been trained on that system and they’re taking care of the grounds, which is wonderful.  It’s a good tradeoff,” the town manager explained.
    In 2007, lighting was installed inadequately at Rodeo Park at a cost of $70,000. The poles were overstressed, with two nearly collapsing this past April. They have removed the overloaded poles and the pedestals are in place for the new lighting. It is anticipated the poles will arrive soon and the project should be completed in time for the July 4 rodeo.
    Duthie noted that they are also monitoring the lighting situation at other parks. They have drilled holes in the bottom of the pedestals so they won’t retain water and plan to replace the poles next year.
    Emergency Services has been asked to provide free support for rodeos such as the high school finals. He said that frequently they are requested. Duthie said, “They weren’t happy, but have found ways to pay for that service.
    He also had two things to report concerning the water system.
    The town has received a low interest loan from the Water Infrastructure Financing Authority (WIFA) of Arizona that will pay for security fencing around town wells and water tanks.  Duthie said that the loan will be supplemented by an appropriation from Congresswoman Ann Kirkpatrick’s office.
    Water tank No. 3 has been completed and tested, and was approved in May.  Duthie said, “We have two water tanks and have been working on the third since 2000. It’s on line and in service.  It’s done.  That tank is now in business, it’s in our system.”
    He also noted that the wastewater treatment plant has passed every inspection and has had zero concerns, noting, “Actually, it’s quite amazing there is not a punch list.” As soon as the plant receives Arizona Department of Environmental Quality approval, it will be in operation.  
    Due to a hold up with the State Land Department, the town has not been able to move forward with the detention basins. Duthie said that in preparation for this year’s monsoons, staff members are in the process of evaluating and making sure ditches are cleared and culverts are strategically placed. “The detention basin is no closer this summer than it was two years ago, but, quite frankly, there is nothing we can do because of the state,” said the town manager, noting they have looked at a variety of options and are exploring them.
    Police Chief Jerry VanWinkle has completed a review of the Snowflake and Taylor town codes. The goal was to make them similar so the police department didn’t have two different codes.  
    Jeff Johnson is working on the planning and zoning codes.  
    “When all is completed, we’ll have a major project,” said Duthie. “We will be able to see the differences and see if we want to pursue to keep in compliance with each other or keep them separate.”
